This deterministic prototype normalizes a tender deadline, checks minimum intake fields, detects a supplied duplicate reference, and routes uncertain records to human review. It never submits a bid and does not need private tender documents.

Boundary: This is a client-side demonstration using synthetic inputs. A production workflow would require approved source connectors, role-based access, immutable audit logs, documented timezone rules, and a human decision before any bid submission. Do not paste confidential tender text, credentials, personal data, or restricted documents here.
